Originally slated for October 1, 2023, the government postponed the implementation by two months to address rising concerns related to scams and fraud involving fake SIMs.
The Department of Telecommunications aims to combat these issues through stringent rules governing the purchase and sale of SIM cards. With a focus on nationwide enforcement, the government seeks to curb the escalating cases of scams. Violations of these rules can result in fines and imprisonment, underscoring the severity of the matter.
Key Highlights of the New SIM Card Rules:
1. *SIM Dealer Verification:* Individuals aspiring to sell SIM cards must undergo a thorough verification process. Additionally, they are required to register the SIM cards during sales, with telecom operators overseeing police verification. Non-compliance may lead to fines of up to Rs 10 lakh.
2. *Demographic Data Collection:* Customers purchasing SIM cards for existing numbers must submit their Aadhaar and demographic data, enhancing the authentication process.
3. *Bulk SIM Card Issuance:* The regulations impose limits on the number of SIM cards an individual can acquire. Bulk purchases are restricted to business connections, while regular users can obtain up to 9 SIM cards under one ID.
4. *SIM Card Deactivation Rule:* Bulk issuance of SIM cards will no longer be permitted. After deactivation, a SIM card’s number becomes available to another person only after a 90-day period.
5. *Penalties:* SIM card vendors not registered by November 30 may face fines of up to Rs 10 lakh, coupled with potential imprisonment.
